2009 PSU Tax Practitioners Institute Call for Presentations

Larry J. Brant is the chair of the firm's Tax & Benefits Practice Group and co-chair of the firm's Business Practice Group. He is a past managing director of the firm and currently serves as a member of its Executive Committee. His practice focuses on tax, transactions, mergers and acquisitions, and real estate matters. He regularly teaches tax courses to certified public accountants and lawyers and also publishes articles on various tax-issues, including IRC § 1031 exchanges, taxation of S corporations, and choice of entity. 

In 2005, Mr. Brant received a "Best of the Bar" award in the area of taxation from Portland Business Journal, as voted on by his peers. In 2006, he was named by his peers as a "Super Lawyer" in Oregon Super Lawyers magazine. In 1995, Mr. Brant was honored by the American Institute of Certified Public Accountants as the 1994-95 Outstanding Instructor for courses he taught on 1031 Exchanges.

Debra Buchanan has been with the Oregon Department of Revenue since 1991 and currently is the agency legislative coordinator. In this position, Ms. Buchanan serves as the primary representative and chief liaison for programs administered by the Personal Tax and Compliance Division and Business Divisions to the Oregon Legislature. Prior to coming to the DOR, she spent five years working in tax return preparation for a CPA firm in Salem. Debra is a licensed CPA and also earned her Master of Tax degree from Portland State University.

Steve M. Cyr is an attorney in Portland, Oregon. His practice includes probate, estate, taxation, corporate, real estate, business and tax planning, as well as consulting work for accounting and law firms. He is a graduate of Oregon State University and Lewis & Clark Law School. He is past chairperson of the Oregon State Bar taxation section and a member of the American Bar Association death tax problems, income of estate and trusts committee, Estate Planning Council of Portland, and a board director of the Portland Tax Forum.

Michael C. Wetzel is a partner in the law firm of Fitzwater & Meyer, LLP. His practice emphasizes tax controversies and tax litigation. His tax litigation experience includes cases in Oregon, Washington, California and Alaska, trials in the U.S. Tax Court and Oregon Tax Court, and tax cases before the U.S. District Court and Ninth Circuit Court of Appeals. He has handled cases involving income taxes, employment taxes, estate taxes, tax issues relating to divorce, innocent spouse defenses, business taxes, property tax exemptions, penalty waivers, and collection issues involving the IRS and other taxing agencies.

Mr. Wetzel grew up in Oregon and holds a BS from Willamette University in Salem and a JD from Vanderbilt University in Nashville, Tennessee. He was admitted to the Oregon State Bar in 1995.

Brian Wozniak is a senior tax specialist with the Internal Revenue Service’s Stakeholder Liaison Division in Portland, Oregon. Mr. Wozniak works with tax professionals to identify ways the agency can be more responsive to customers’ needs and coordinates IRS outreach and education to tax practitioners and small business owners. He started working for the Internal Revenue Service approximately 17 years ago as a tax examiner, and in 1994 he accepted a position in the Portland Account’s Management Division, where he served as a lead customer service representative and functional training coordinator. He earned a Bachelor of Science in Business Administration from Edinboro University and is currently pursuing a second degree in accounting at Portland State University.
