Instructors in Portland State University’s Human Resource Management Certificate come from organizations throughout the Portland area, including Vancouver, and southwestern Washington, and Salem, Oregon, communities. They are selected based on their management knowledge, experience within diverse organizational settings, and for their ability to convey the expertise to working professionals.
Nelson Atkin II
Nelson Atkin II has been practicing labor and
employment law since graduating cum laude from Syracuse University College of
Law in 1974. Mr. Atkin's primary area of expertise is traditional labor law representing
employers in union organizing, unfair labor practice charges, and collective bargaining.
Mr. Atkin is a former chair of the Oregon State Bar, Labor and Employment Law section.
He has been an active member of the American Bar Association's section of the Labor
and Employment Law Committee on the Development of the Law Under the NLRA since
1972. He is an associate editor of the Labor Law Treatise written by the committee.
Mr. Atkin was elected by his national colleagues to the College of Labor and Employment
Lawyers for his sustained and outstanding performance in the profession. Also, he has
represented the Portland Opera since 1983, the Oregon Symphony since 1990, and Oregon
Ballet Theater since 1997, on a pro bono basis.
Suzanne Bader
Suzanne Bader, MA, PHR, has more than 20 years
experience in leadership development, strategic planning, community engagement,
and facilitation in the public, private, and nonprofit sectors. Her primary focus
is organizational communication—examining and strengthening organizational systems,
practices, culture, and behaviors to improve performance. She has a strong interest
in creating sustained organizational learning through reflective practice and
creating environments conducive to learning. Ms. Bader holds a Bachelor of Arts
in international studies from the University of Oregon, a Graduate Certificate in
nonprofit management from Concordia University, and a Master of Arts in organizational
communication from Marylhurst University.
Tami Boedigheimer
Tami Boedigheimer has an undergraduate degree in
economics and a master's degree in business administration from the University of
Portland. Ms. Boedigheimer recently held the position of president for Columbia Willamette
Compensation Group, an affiliated group World at Work, and is currently a group
partnership liaison and board member for World at Work. Before establishing
a career and consulting practice in employee compensation, she spent over 10 years
in corporate accounting and finance in the high-tech industry. Since starting
her own practice, she has performed work for companies as small as 40 employees and
as large as 10,000. Her work spans a variety of industries, including
healthcare, high tech, banking, public utilities, and manufacturing.
Alan Cabelly
Alan Cabelly, PhD, SPHR, is professor of human
resource management in Portland State University's School of Business
Administration. He has taught and developed programs at the undergraduate,
executive, and professional development levels at Portland State University as well as international
programs in Russia, China, and Serbia. Dr. Cabelly has been instrumental
in structuring the Professional Development Center's Human Resource Management
certificate of completion program. He has been president of the Northwest
Human Resource Management Association and serves on various Society for Human
Resource Management committees. He is active in consulting and speaking; his
current focus is on helping people achieve Work Life Balance. Other
recent speaking engagements include Developing Performance Management Systems
for the Future, and Understanding the Working Relationships between Various
Generations in the Workplace. Dr. Cabelly was the SHRM Advisor of the Year
for 2001.
Judy Clark
Judy Clark, SPHR, CPC, is president and founder
of HR Answers, Inc., the largest independent human resources consulting firm in
the Northwest. Her 30+ years of human resource experience includes more than 19
years in consulting. Ms. Clark has instructed in the Portland State Professional Development
Center’s HR certificate program since its inception and is also adjunct
faculty at the University of Washington. Her credentials include certification as
a senior professional in human resources and a certified professional consultant.
Nationally recognized as a speaker and trainer, Ms. Clark’s experience with
organizations of all sizes and industries gives her the broad perspective she
brings to the classroom. She is noted for her energy, use of humor, and a practical approach to the teaching and application of human resource management.
Isaac Dixon
Isaac Dixon, MA, SPHR, has over 20 years of human resource management
experience in federal, state, and local government as well as private
industry. He is currently the director of employment for the Oregon
Region for Providence Health System. His professional accomplishments
have been recognized by the Northwest Human Resource Management
Association as a distinguished member on two occasions and by the
Portland Human Resource Management Association with their award of
professional excellence. Mr. Dixon earned his bachelor of business
administration degree from Warner Pacific College and his master’s
of arts degree in interdisciplinary studies from Marylhurst University.
He also holds Senior Professional Human Resource (SPHR) certification.
Faith Dubin
Faith A. Dubin has over 20 years of experience
in employee benefits and presently holds the position of manager of worldwide
benefits for Serena Software, Inc. She previously worked for an insurance carrier
and three large-plan sponsors, where her responsibilities included health and
welfare benefits, retirement plans, compensation, and ex-patriate benefits. She
has worked in the industries most important to the Northwest—lumber in the old
economy, and marketing and high tech in the new economy. She has also worked for
an Oregon member of Congress in Washington, D.C., where her assignment
involved legislative matters related to Social Security, Medicare, labor, and
employment issues. She is a member of the Western Pension and Benefits
Conference and has held a life and health insurance license in
Oregon. She recently received a gubernatorial appointment to the Employment
Department Advisory Council for the State of Oregon.
Jennifer Johnson
Jennifer Johnson, MBA, SPHR, is the HR Manager at LightSPEED Technologies. She has 20 years of human resources experience in a variety of organizations in the Portland area. She has a BA in government from California State University, Sacramento, an MBA from Portland State University, and SPHR certification from the Society for Human Resource Management. She is the founder and moderator of the HR Network, a listserv for local HR professionals.
Karen O'Connor
Karen O’Connor is a partner at Barran Liebman LLP, a labor and employment firm, in Portland, Oregon. She practices in the areas of employment litigation, employment discrimination, and labor relations. She received her JD degree from University of Oregon, where she acted as the editor in chief of the Oregon Law Review and was the recipient of the Wayne Morse scholarship. She served as a judicial clerk to The Honorable Malcolm F. Marsh of the United States District Court for the District of Oregon from 1995 to 1997. Karen participates in the Multnomah Bar Association Mentor Program for third-year law students and the University of Oregon 's law student mentoring program. Ms. O'Connor recently completed a term serving on the board of the Make A Wish Foundation. She is admitted to practice in Oregon and Washington.
Allen Oyler
Allen Oyler, MS, JD, is president of Onsite HR Services, a leading provider of strategically oriented and effective human resource leadership. He has over 30 years of experience in Fortune 500, manufacturing, health care, financial, and high-technology companies. Mr. Oyler has taught business law and human resource management courses. He has a BS in psychology, a MS in management (emphasizing human resource management), and a Juris Doctor in law. He has served on several professional and community organizations, including as chairman of the National EEO Committee for the Society of Human Resource Management (SHRM).
Paul Spindel
Paul Spindel, MA, is a consultant focusing on management development, team building, strategic planning, executive meeting facilitation, and human resources consulting. He has more than 18 years of senior human resources experience with Marriott and Nike. Mr. Spindel has taught at several universities and has conducted hundreds of training programs for employees at all levels, both nationally and internationally, including as far away as Moscow. His clients include Volkswagen of America, Hilton Hotels, Leatherman Tool Group, Linn-Benton Community College, City of Vancouver, Oregon Employer Council, and Miller Paint Company. He holds an MA in organization behavior.
Dan Vetter
Dan Vetter, MS, is president of Vetter Solutions, an independent
consulting firm specializing in instructional design, training delivery,
and process improvement. Prior to moving to Portland, Mr. Vetter invested 12 years working in
training and development and continuous improvement at a Fortune 500
company in Omaha, Nebraska. He has taught
in the human performance improvement programs at the University of
Nebraska and Drake University and has served as president for the
Cascadia Chapter of ASTD.
Enrique Washington
For 15 years, Enrique Washington worked in human resources and recruiting for Mentor Graphics, Nike, Pixelworks, FLIR Systems, and New Edge Networks. He has enhanced hiring effectiveness for companies with interview training and instruction on selection methodologies. He was a key partner in building Generator Group’s Consumer Products presence in the Outdoor Industry space. Mr. Washington's other accomplishments include participating in the 1995 Olympic Festival Track Field Team, being named a Track Field All-American while in college, and being one of America's top recruiters by US Black Engineer magazine. He also finds time to teach Human Resources Management and Staff and Employee Selection classes at Portland State University. He also teaches in the Portland State Management Certificate Program. He holds a BS in marketing and an MS in corporate and public communication from Seton Hall University. Additionally, he serves on the board of the Answer to Cancer organization and Big City Mountaineers. Mr. Washington likes to take long runs everyday and can often be found spinning soulful jazzy house music at local hip parties on weekends.
Tammi Wheeler
Tammi Wheeler incorporates her masters in whole systems design to help her clients address business challenges from a strategic, big-picture perspective. Combining her OD technology, human resources expertise, and sound business principles, she is able to provide practical, results-oriented solutions for issues ranging from start-up HR infrastructure development to complex organizational goals. Having worked nationally and internationally, Ms. Wheeler is skilled in implementing a variety of organizational development, training, and human resources strategies. She specializes in HR development, leadership, and management development, team performance, strategic planning, meeting design and facilitation, and change and transition management.
Kellye Wise
Kellye Wise has provided labor and employee relations’ assistance in the Pacific Northwest and
California for more than 24 years. He has represented employers in collective bargaining
negotiations with a broad range of unions and assisted employers with administration
of their labor agreements including the grievance process. In addition, Kellye has worked on
a wide scope of employee relations’ matters, ranging from development and application of employee
policies and job performance standards, compliance issues and leave administration matters to helping
employers successfully investigate and address state and federal agencies’ complaints
alleging discrimination and harassment. In addition to presenting training for
individual companies, Mr. Wise has been a regular speaker for the Oregon Employers’ Council (OEC)
and serves as an advisor to the Tualatin Valley Employers Council (TVEC). He has a
journalism degree from California Polytechnic State University, graduated from the University of
Oregon School of Law, and has been a member of the Oregon State Bar since 1983.
